Bipolar II: A person has suffered at least one major depression, at least one episode of hypomania but never a manic event.

Cyclothymic: An adult has experienced multiple periods of hypomania and depression for at least two years; the depression is less severe than major depression. For a child or teen, the period is one year.

Bipolar II is not a lesser form of bipolar I; it’s a separate diagnosis. The manic episodes of bipolar I can be severe and dangerous. Someone with bipolar II tends to be depressed for a lot longer.
